For the 3th time the 'Send Feedback' button does not work.

Yes, the Feedback button sometimes does not work.  It sometimes will fix itself and start working again when you go to the next photo.   It's very frustrating, though, when you've taken time to write a thoughtful comment and then are unable to  post it. 

 

You could try writing to Support.  Maybe it's on their list of things to be fixed.
