As you said, your shutter speed is very slow, but I think it is irrelevant, because it makes the flame have a beautiful shape. When I first saw the picture, I saw a snake, thinking that this year is the year of the snake, so I decided to focus the photo on the line of the flame transmission.
First of all, I removed the color, which I think is the interference factor of this work. After removing the color, the brightness of the flame is obvious, which makes it a main visual guide. Meanwhile, I cut out the unnecessary parts, which makes the composition more compact. If other reviewers see it they should give you a better idea.
At the same time, I noticed that the screen of the mobile phone where we shot the "snake" was bright, so I prepared to take it as a highlight. I used the mask tool to select the mass part separately, lowered the brightness, and increased the highlight, so that the mobile phone screen was removed
I lowered the overall contrast and increased the gray level to make it look less clashing.
Of course I think you should read the opinions of other critics, because my ideas are just my preferences, maybe there will be a better direction.

The gathering of so many people adds richness to this cultural event. It is really a pity that the highlights in the flames are blown and the texture is immensly lost. Although the color red stands out and seems to be important in terms of the festivities, I think it is too much saturated. You might think to reduce the saturation slightly. As to recover the texture in the flames you should try to reduce highlights in the flames very carefully so as not to end up with unnaturally looking flames. You might add some texture from some other fire image after reducing the brightness using clone stamp maybe. Otherwise I like your image.I wish you good light...Cicek
