Just wondering how did you do it as normally with D200/D300 it takes at least 20s.( with reasonable ISO) to get correctly exposed scene...

Is it the camera without the inside filter?

Very nice effect - I like it a lot.
With regards to framing... Very calm scene. Those plants are just amasing and making the impact.
Small detail - it would probably worth to include the whole building on the right or just forget about it at all...
