I'm a new member, and I'm having trouble understanding the Available Slots. I joined at the Basic level on Feb. 7, and assumed I had 5 uploads a week. That doesn't compute when I compare my uploads to the time I've been here.

Could it be that you also count as uploads any attachments in the critique forum, so that if I answer 4 critiques with images attached, then I can only upload one image for the gallery? (If so, I'd suggest you indicate this somewhere on the site.)

... and if you're confused, imagine how I feel ;-)

It resets every 7 days from when you use one. They don't build up. And, no attachments don't  count.

Clyde has said it well already.

Uploads to critique does not count and valid are only 5 slots in a week period. In case you do not use the week before it does not mean you have 10 now. It remains 5.

Each individual slot becomes unavailable for a week after you use it. The date you joined the site doesn't matter, only the date you used the slot. If you joined the site on Monday, upload once on Tuesday and then four times on Sunday (as you might do if you were thinking in terms of using up your slots for the week), you'll find that on Monday you still have no slots. On Tuesday you'll get one back. The following Sunday the other 4 will come back.
