This woman is from Nepal. She is a migrant road-worker in the Indian Himalayas. There are thousands of such road-workers all around India.

These people are the unsung heroes and the backbone of the whole Indian road system, for it is not machinery, but they who build the roads, often relying on nothing more than their sheer muscle power.
