It's a set of three similar buildings (Kranhäuser - crane houses), two meanwhile finished, the last one under construction, at the banks of the river Rhine in Cologne.

Richard Ford Is the orientation of the pic the same as real life? My mind can't make sense of it in an on abstract sense yet....
