First thing that came to mind, was a bunch of eels feeding.
Could be ducks as well.
But what does it mather? It's simply a beautiful, original image.

I'm guessing that this is birds on a lake or pond feeding taken at a slow shutter speed. Very creative & very effective like a dance. Amazing...
